Under the Arizona State Constitution, the people of the state reserve the power to propose legislation and constitutional amendments and to veto laws passed by the Legislature. Sponsored by Rep. David Marshall, Sr., House Concurrent Resolution 2041 proposes amending the state Constitution to make it much more difficult for Arizona voters to exercise their constitutional rights by swapping out the percentages of signatures that must be collected statewide to get an initiative or referendum on the ballot with the requirement that the same percentages be collected in each legislative district. No way the people of Arizona should give up their political rights!
